Platform Partner Acceptable Use Policy

Pay3 is committed to upholding the highest standards of compliance, safety, and integrity in the digital payments sector. This Acceptable Use Policy specifies the business activities, spending behaviors, and geographic regions that are restricted or prohibited when using Pay3’s API and services. It applies to all Pay3 partners, platforms, and cardholders issued Pay3 cards via the API.

1. Prohibited Business Activities

Pay3 will not onboard or support partners engaged, directly or indirectly, in these activities:

  • Distribution of illegal substances or controlled drugs without proper licensing
  • Human trafficking, prostitution, or escort services
  • Sale or distribution of counterfeit, stolen, or unauthorized goods
  • Participation in pyramid schemes, Ponzi schemes, or other deceptive practices
  • Production or dissemination of illegal digital content (e.g., child exploitation material)
  • Political campaign fundraising or donation platforms

2. Restricted Business Categories

The following business models may be considered for onboarding but require enhanced review, approval, and evidence of robust compliance controls:

  • Money Service Businesses (MSBs), remittance services
  • Cryptocurrency exchanges or platforms
  • Charities and non-governmental organizations (NGOs)
  • Dealers in precious metals
  • Online content, creator, or subscription/tipping platforms
  • Regulated gaming, gambling, or fantasy sports

All such businesses must demonstrate licensing, regulatory compliance, and strong internal controls before approval.

3. Prohibited Card Spending Activities

Pay3-issued cards may not be used, and partners must prevent their use, for the following purposes:

  • Purchase or trade of digital currencies
  • Drug-related transactions, including marijuana, cannabis, CBD, and black-market items
  • Payments to dark web marketplaces, hacking or cybercrime-related services
  • Purchases from unlicensed or non-compliant internet pharmacies
  • Corporate purchases of firearms, ammunition, or explosives
  • Acquisition of hazardous materials or chemicals lacking proper regulatory clearance
  • Participation in unlicensed auction sites, payday loan, or unregulated lending platforms
  • Data brokerage activities involving unauthorized or illegal personal data
  • Trade of endangered species or wildlife products

4. Geographic Restrictions

Pay3 does not support onboarding or card use in jurisdictions subject to heightened legal, regulatory, or sanctions risks.

Onboarding NOT Supported For Entities From These Jurisdictions:

  • Democratic People’s Republic of Korea (North Korea)
  • Iran
  • Russia
  • Syria
  • Cuba
  • Venezuela
  • Myanmar
  • Ukraine

Entities from countries on international financial watchlists (e.g., FATF Grey List) require explicit approval from Pay3 Compliance.

Not Supported for Card Transactions:

Card usage is prohibited in all countries listed above.

5. Partner Responsibilities

Pay3 expects all partners to:

  • Conduct appropriate due diligence and ongoing monitoring on end customers
  • Prevent onboarding or card access by prohibited entities or individuals
  • Monitor for, and prevent, prohibited transaction types and geographic usage
  • Report suspicious or non-compliant behavior to Pay3: hello@pay-3.io

6. Enforcement and Review

Pay3 reserves the right to suspend, terminate, or conduct enhanced reviews of any partner or cardholder for violation of this policy at its sole discretion.
