Platform Partner Prohibitions Policy

Pay3 is committed to the highest standards of compliance, security, and integrity in digital payments. This policy sets forth prohibited and restricted business activities, transaction types, and geographic regions for all partners, platforms, and cardholders using Pay3 services via API.

1. Prohibited Business Activities

Pay3 does not onboard or support business partners or programs involved in:

  • Distribution of illegal or controlled substances without proper licensing
  • Human trafficking, prostitution, or escort services
  • Sale or distribution of counterfeit, stolen, or unauthorized goods
  • Participation in pyramid schemes, Ponzi schemes, or other deceptive practices
  • Production or dissemination of illegal digital content (e.g., child sexual abuse material)
  • Political campaign fundraising or donation platforms

2. Restricted Business Categories

The following business types require enhanced due diligence and explicit written approval from Pay3 Compliance before onboarding:

  • Money Service Businesses (MSBs) and remittance providers
  • Cryptocurrency platforms and exchanges
  • Charities and NGOs
  • Dealers in precious metals
  • Online content, creator, subscription, or tipping platforms
  • Regulated gambling, gaming, or fantasy sports operators

Partners in these categories must demonstrate:

  • Valid licensing and regulatory registrations
  • Robust compliance programs
  • Strong internal controls and compliance reporting

3. Prohibited Card Transaction Activities

Pay3-issued cards may not be used for:

  • Purchase or trade of digital currencies
  • Drug transactions (including marijuana, CBD, black-market items)
  • Payments on dark web marketplaces, hacking or cybercrime services
  • Purchases from unlicensed internet pharmacies
  • Acquisition of firearms, ammunition, explosives, or hazardous chemicals
  • Participation on unlicensed or illegal auction sites
  • Unregulated lending or payday loan services
  • Data brokerage involving unauthorized personal data
  • Purchase or trade of endangered species or wildlife products

4. Geographic Restrictions

Pay3 does not support onboarding of entities or programs from jurisdictions subject to heightened legal, regulatory, or sanctions risks.

Onboarding is NOT permitted for entities from or operating in:

  • Belarus
  • China
  • DPRK (North Korea)
  • India
  • Iran
  • Iraq
  • Israel
  • Myanmar
  • Nepal
  • Russia
  • Syria
  • Sri Lanka
  • Turkey
  • Cuba
  • Ukraine
  • Venezuela
  • Vietnam
  • Nicaragua
  • Nigeria*

Entities from internationally sanctioned or watchlisted jurisdictions (e.g., FATF Grey List) require case-by-case review and explicit Pay3 Compliance approval.

Card transactions are NOT permitted in:

  • Cuba
  • Syria
  • DPRK (North Korea)
  • Iran
  • Russia
  • Ukraine
  • Venezuela

5. Partner Responsibilities

Pay3 requires all partners to:

  • Conduct robust due diligence and ongoing monitoring of all platform users and cardholders
  • Prevent onboarding or service access by prohibited entities or individuals
  • Monitor customer activity to ensure adherence to this policy
  • Promptly report suspicious or potentially non-compliant activity to Pay3 Compliance at
  • support@pay-3.io

6. Enforcement

Pay3 reserves the right to suspend, terminate, or undertake enhanced review of any partner, platform, or individual found in violation of this policy, at its sole discretion.
